This position as a Railway Operations Specialist, reports to ORR’s Senior Operations Specialist. The role will involve identifying key operational topics for intervention.

Job Description

The role would involve carrying out inspections, giving advice on Railway Operations to colleagues, advising inspectors investigating accidents and giving Expert Witness opinion. 
With the agreement of the Head of the Mainline Operators Teams the Railway Operations Specialist will support ORR’s role at a national level with key stakeholders on railway operational issues. 

You will be expected to promote the goals of ORR’s strategy of excellence in health, safety and risk control within the operational sector. 

Training & Development 

There will be a training and development programme to help you achieve the necessary inspector competencies, as well as line management support. 


You will be located in one of ORR’s six offices in London, Bristol, Birmingham, York, Manchester or Glasgow. You will be required to travel and undertake inspections and attend meetings at locations across the UK, and internationally and to travel to other ORR offices. 

Key responsibilities: 

Your key responsibilities, although not exhaustive, will be to:- 

  • Mentor new and existing inspectors on railway operations to improve knowledge and succession planning; 
  • Plan and deliver key elements of ORR's program of work within the Operations sector using core processes including duty holder permissioning, inspection, and enforcement while using RM3 in all our inspection and reactive work; 
  • Develop and implement strategies to drive the industry’s improvement in Operational matters; 
  • Provide specialist technical input to the Railway Safety Directorate activities including joint site inspections, investigations and enquiries; 
  • Provide verbal and written specialist advice on Operations to the National Mainline Operators Team, other ORR teams and senior managers; 
  • Build and maintain a thorough expert knowledge of all railway operations, industry processes, and working practices that are relevant to the role; 
  • Provide railway operations specialism to Railway Safety Directorate/ORR including giving Expert Witness opinion; 
  • Represent ORR’s interests at operations interface at national fora; and 
  • Build and maintain productive relations with Network Rail, Passenger and Freight Operators, RDG, RSSB representing the ORR externally.

The following qualifications, skills and experience are desirable for the role, in addition to the competencies: 

  • Thorough knowledge of GB and European concept of Operations; 
  • Be a member of the Institute of Railway Operators or other appropriate organisation; 
  • Experience of managing people remotely; and 
  • Have a NEBOSH Diploma in Occupational Health and Safety 


Hold PTS or be capable of obtaining it 

Hold a full UK driving license.
