Job Title:  Applications Development Manager

Location: Edinburgh

Salary: £49,666 - £58,081 per annum + £4,000 IT allowance (per anum) + COPFS benefits package. Successful candidates will be expected to start at the beginning of the salary scale

 

As the Applications Development Manager within ISD’s Enterprise Applications function, you will play a senior leadership role supervising and managing activity from both internal and external software teams.  You will have a key role in ensuring the successful delivery of digital applications and information systems, technology solutions and services that support COPFS in delivering its strategic and business objectives and in transforming the way the organisation works and delivers services to users of the Scottish Justice system.

You will provide strategic direction and supervision of all software development - to design, build, implement and support a diverse portfolio of case management and corporate digital applications and information management systems.

You will report to the Head of Digital Portfolio to plan, create and deliver COPFS’ digital applications and web solutions.  The post-holder will also work closely with Head of Enterprise Applications and the Head of Enterprise Solutions to coordinate and manage all aspects of software development effort to deliver ISD’s Portfolio priorities and to contribute to solutions analysis and planning. Close collaboration is also required with the Head of IT Operations to ensure adherence to incident and change management processes.

You will apply your proven professional and technical skills and track-record in designing, building and implementing enterprise digital applications systems and services.  You will use your experience acquired in these areas to lead and develop your team of technical IT specialists to deliver innovative digital software solutions to specification.  As a highly experienced IT professional, you will be expected to contribute advanced technical insight to deliver COPFS’ strategic and business goals and to contribute ideas to develop ways of working as part of ISD’s drive for continuous improvement and innovation.

 

ESSENTIAL CRITERIA REQUIRED

The essential and desirable criteria for this post are outlined below. Candidates will be required to fully demonstrate their technical skills as well as competencies at interview.

  • Strong track-record and demonstrable experience in successfully leading and managing teams of technical IT specialists, suppliers and partners to analyse, develop, deliver and support digital systems and technologies at an enterprise-wide level;
  • Proven levels of technical and delivery knowledge and skills for designing, implementing and supporting enterprise business and applications, including the information, data, and security and technology components;
  • Strong technical understanding of current software application development techniques, including some of the following: Angular.js, Vue.js, Spring MVC / Spring REST / Spring JPA, .Net Core Web API, .Net Core REST, .Net Entity Framework / OData, Ansible, Jenkins, Team City, Maven.
  • Skills and knowledge of applying Agile or other appropriate software development management methodologies, and managing the deliverables to achieve successful project outcomes;
  • Experience of managing and communicating with varied customers and stakeholders to deliver successful applications development project outcomes.
  • Track record of driving forward new ways of working to improve the productivity, reliability and quality of software development teams.
  • Exceptional communication and people management and mentoring.
  • Experience of contract and supplier management.
