Your function will challenge and ensure policy teams across IPD: join up and plan ahead; design around the customers and upstream compliance; and reduce demands for customer contact.

Job Description

Directly reporting to Director of the Individuals Policy Directorate (IPD), you will create, lead and deliver a strong support function that supports the Customer, Strategy and Tax Design (CS&TD) and wider Departmental interests in line with the HMRC strategic objectives.  

 

You will drive performance improvement and influence more innovative policy solutions and ensure these are connected to the Department’s transformation and delivery teams to manage cost and capacity.

 

You will lead the work of the following teams:

 

Policy Strategy – Leads on Individuals Policy strategy, working across HMRC and with HM Treasury (HMT) partners to identify our policy priorities, develop our evidence base, and build a pipeline of measures and ideas for reform to meet our objectives and address risk. The team supports and challenges policy leads to ensure policies are developed in a joined up way to take account of wider strategic objectives and customer impacts. The team generates new ideas and supports and leads cross cutting policy projects. It also leads on driving up the quality of policy work across IPD.

 

Policy Compliance - Responsible for driving up IPD’s understanding and plans to tackle compliance risks through influencing and challenging the Directorate’s policies and implementation and actively managing HMRC Compliance Plan projects across groups.

 

Policy Impacting and Change - Works closely with policy leads across IPD supporting policy development and recommendations to HMT and Ministers. The team brings together experts from across HMRC to work up options and identify the IT and process changes needed to implement policy ideas and to consider the cost and capacity impacts of each policy option. The team works closely with HMRC’s transformation programme to maintain a strong understanding of how our IT infrastructure and service offering is changing and this ensures they are well placed to support and advise policy makers.  The team provides the link between policy teams and the process and delivery teams who implement and deliver policy changes.

 

OGD and Data Shares - Provides advice to Other Government Departments (OGDs) whose policy changes impact on HMRC systems and processes or may want access to HMRC data to support their operational or compliance functions as well as for wider policy development. The OGD Data Sharing team manages existing data shares and implements changes to them as necessary. The team maintains an on-going relationship with the OGD providing expert knowledge and support helping them to interpret the data being provided.

 

Audit and Briefing - Provides a single point of contact for all audit and briefing activity and ensuring the Directorate meets its obligations in responding to FOI requests, Parliamentary Questions, and Ministerial complaints.
