This is an exciting opportunity to lead DCMS’s approach to the 2019 Spending Review .

Job Description

The post-holder will:

•       set up and lead a team with the necessary skills and experience to deliver an excellent outcome for the Department, its Arm’s Length Bodies (ALBs) and sectors,

•       lead discussions with officials and Ministers on the creation of a strategy for the Spending Review,

•       in conjunction with the relevant experts in the Department, review, refine and create the evidence base necessary to support the Department’s case for funding at the SR,

•       review and refine the Department’s forecasting model to enable a robust set of financial figures to be produced and carry out scenario planning around a range of variables,

•       communicate effectively to officials within the Department, with Ministers, our ALBs and sectors throughout the process,

•       form a positive working relationship with the HM Treasury Spending Team such that difficult discussions and complex scenarios can be discussed and resolved at speed and with confidence,

•       put in place appropriate governance and assurance arrangements and review and refine them during the lifetime of the project, as necessary,

•       lead on the commissioning of information from policy colleagues in DCMS, ALBs and others and on the return of information to the Treasury,

•       ensure that clear, timely advice is given to Ministers and their decisions are acted upon throughout the process,

•       put in place project management tools and practices to effectively support the above,

•       work with both the Finance Director and Strategy Director in a matrix management arrangement to ensure strategy and finance are fully joined-up, and with the Director General, who will be the SRO for the project.
