DCMS sponsors over 45 independent Arm’s Length Bodies (ALB’s) across all of its diverse sectors from gambling to galleries, broadcasting to the performing arts, film to football. The DCMS External Bodies Accounting Team (EBAT) provide Finance Business Partnering services to all DCMS ALB’s, acting as the first point of contact for ALB finance contacts. The core remit of the team is to work collaboratively with ALB’s to drive improvements in financial management using a risk based approach. The team build and maintain effective business relationships and use specialist government finance skills and expertise to provide support, advice and robust but constructive challenge to ensure the effective operation of, and compliance with Central Government financial and budgetary control rules.
The post-holder will provide Finance Business Partner services to a number of designated ALB’s, building effective business relationships and using their specialist financial skills and expertise to provide support, advice and robust, but constructive, challenge to ensure the effective operation of, and compliance with Central Government financial and budgetary control rules.
Build and manage effective relationships with their designated Arm’s-length Bodies, understand each organisation’s concerns and particular setting, and help to ensure that DCMS’s financial sponsorship strikes the right balance between proper accountability and light-touch regulation using a risk-based approach. Ensure that all financial controls, policies and procedures operate effectively and on a timely basis.
Provide a trusted, single point of finance contact for designated ALBs, their policy and sponsorship teams within the department, channelling enquiries and requests for advice to the relevant subject matter experts (including HMT and other government departments where necessary)
Provide advice, guidance and training to Arms-Length Bodies’ Finance Teams on all financial matters as necessary, from accounting to budgeting, auditing and the government’s Estimates processes. In particular,
To support their Arm’s-Length Bodies in the effective operation of the Grant-In-Aid payments process, ensuring payments are appropriate and returns are complete;
To review and provide expert commentary on business cases submitted for approval by the Department and/or HMT by their Arms-Length Bodies; and
To review and support the laying of the Annual Reports and Accounts for their Arm’s-Length Bodies.
Build and manage effective relationships and networks with all interested parties on joint areas of responsibility or dependency, including Commercial, Human Resources, Legal and Audit.
Provide high quality finance advice and timely financial management data, information and analysis to their designated Arm’s-Length Bodies and to DCMS about those Arms-Length Bodies to support and enable good policy decisions and to enable them to manage their funding in line with agreed government finance rules. In particular, to:
Review and quality assure the accuracy of expenditure and income forecasts provided by the Arms-Length Bodies to the Department;
Provide project accounting and reporting support to major capital projects within ALB’s as required
Maintain the Department’s central record of funding and budget allocation for each ALB
Support quarterly reconciliations of ALB’s expenditure, focus on forecast exercises and responses to fiscal events and ad-hoc Treasury commissions
Proactively support a culture of continuous improvement in financial management and systems and personally demonstrate DCMS’ values
Ensure that financial issues and risks are raised and recorded at an early stage. Work with those responsible to identify and implement appropriate mitigating actions and solutions.
Draft papers and prepare submissions to Ministers and the Permanent Secretary, as necessary, including the provision of financial data outside the Department, such as in answers to Parliamentary Questions and Freedom of Information requests.
Provide insightful financial input to Spending Reviews and fiscal events such as the Autumn Statement on designated ALBs.
Work effectively with other parts of the Finance Team to ensure the successful delivery of all aspects of its work, including the provision of monthly finance reports to the Board, HM Treasury and Cabinet Office returns and the completion of consolidated financial accounts.
Manage and develop staff as required.
