Job Description

The Major Programmes and Projects (MPP) Directorate is accountable and responsible for the delivery of capital infrastructure projects and programmes in the UK and overseas. The scale is immense, valued at over £1Bn of activity per annum and each programme and project forms a key component of national defence capability. MPP provides infrastructure delivery leadership and management, subject matter expertise and crown assurance of programme and projects delivery from inception, through construction and handover to customers. MPP operates through a geographically dispersed organisation. The DIO is seeking to appoint a Head of Project Delivery. In this key senior leadership position, the post holder will play an important part in shaping the future of the DIO and MOD's estate. Reporting to the Director of Major Programmes and Projects (Dir MPP), the Head of Project Delivery is a member of DIO Wider Leadership Team. The Head of Project Delivery is accountable for all aspects of delivery over an active portfolio of some 140 projects with a total value of £5Bn and which are delivered through 100+ staff dispersed throughout the UK and overseas. Projects range in scale and complexity, from major airfield construction, facilities to support the Queen Elizabeth Carrier programme, facilities upgrade for the incoming F35 aircraft, through to firing ranges, fuel tank farms and the refurbishment of a power station in the Falkland Islands. Most take place in a live operational environment, in docks, airfields and army bases. The post holder will be accountable to Dir MPP for the delivery and leadership, ensuring adherence to all DIO processes and operating procedures. The post holder will be responsible for managing relationships with all stakeholders to ensure performance is optimised, and will be required to manage the political dimensions associated with high profile delivery in a department of state.

  • Leading the Project Delivery team in the delivery of the programme and projects to the satisfaction of our customers
  • Engagement with customer and senior stakeholders, at a level commensurate with such a high-profile portfolio of projects
  • Delivering outputs through direction of our supply chain and Industry Partners utilising the principles of MSP
  • Leadership and Management of the Project Delivery team, building upon the team member’s existing capabilities though the development, training and mentoring of individuals
  • Develop the organisational structure to promote clear accountabilities, and the opportunities for team members to succeed in their roles,
  • Develop and promote a clearly sustainable organisation, with clear succession planning and team development plans in place
  • Performance management of team members
  • Governance and assurance of delivery
