The Head of Weapons, Evaluation and Capability Assurance
(WECA) leads the delivery of a significant (c. £1Bn per annum / c.£11Bn 10-year) portfolio of technology, capital and service provision investments across weapon systems, test and evaluation, and directed energy systems. With Departmental and Government Major Projects Portfolio (GMPP) responsibilities as the Senior Responsible Owner (SRO) for several major investment programmes, the post-holder is central to the delivery of military capability for our Armed Services, today and in the future.
This is an exciting and demanding role requiring a proactive individual with the ability to think across a very wide range of issues and objectives, and a highly collaborative and robust approach to partnering. Considerable P3M and delivery expertise in high value, high-visibility programmes, and experience of portfolio management in a complex, multi-unit operating environment are essential.
Reporting to the Director of Strategic Programmes (SCS2), the Head of Weapons, Evaluation and Capability Assurance leads a team of c. 50 civilian and military staff and works closely with the Head of Combat Air and Head of International and Industrial Capability as part of the senior leadership team. Developing the influence and effectiveness of the overall Directorate, and building its skills and capacity within the stronger Head Office are core tasks for the wider leadership team.
The Strategic Programmes Directorate sits within the Finance and Military Capability area of Head Office and has responsibility for maximising the outcomes from our investment in military capability, including international influence, prosperity and industrial objectives. The Modernising Defence Programme (MDP) has identified international capability cooperation and direct prosperity outcomes as important enablers for UK objectives including military capability, affordability, international influence and national prosperity. A more energetic and coherent approach is required to optimise the balance of outcomes across Defence.
This role has significant portfolio management and financial responsibility. As a Government Major Projects Portfolio Senior Responsible Owner, the post-holder would be expected to complete the Cabinet Office Major Projects Leadership Academy course, and to have considerable P3M
expertise in programme management and project financial systems and governance.
The post-holder will have responsibility for leadership of Cross-department and cross-government prosperity, skills and industry capacity initiatives. This will require proactive engagement and a high level of cooperation and partnering with key stakeholders, including industry, international
policy leads in Head Office, portfolio offices and sponsors in the Front Line Commands, and delivery teams in Defence Equipment and Support (DE&S).
The individual must also be able to build effective relationships across UK Industry at senior levels, establishing a reputation as the MOD lead for industrial strategy development within the WECA domain. This will require strong leadership across Defence organisations to ensure coherent messaging to industry. A similar approach will be required to establish credibility in international engagements; leading on multiple capability areas and country engagements and deputising for the Director of Strategic Programmes as required.
The post-holder must drive the international capability agenda in the Test and Evaluation, Weapons and Assurance domains, delivering a planned, outcomes-based approach to our engagement with other nations. This entails building strong relationships across the MOD and wider Government, a sophisticated understanding of wider stakeholder objectives, and the ability to define, understand and deliver trade-offs. Cohering a single view will require diplomacy and sound judgement.
