Job Description

The HUMINT Performance & Delivery team is a multi-functional team with responsibility for the quality assurance and dissemination of intelligence material produced by the HUMINT Department. We oversee the implementation and delivery of performance management data and budgetary controls in support of business/operational planning. 

We provide Support to the Covert Human Intelligence (Source Development Unit) to, explore & identify opportunities to increase & improve HUMINT intelligence collections with respect to tasked “high priority” investigations where this support is deemed necessary. 

One of the main responsibilities for the team includes providing advice on legislation, policy, tactical options, risk management and evidential opportunities to assist the planning of investigations and operations. 

The team also has the responsibility of Identifying investigations where HUMINT capabilities have the potential to impact on serious and organised crime and criminals. 

Other duties include undertaking internal assurance inspections as directed by the Head of HUMINT and to draft & provide guidance on NCA HUMINT RIPA authorities, policies & operational procedures. 

The successful candidate will need to: 

  • Develop and maintain effective working relationships with internal & external stake holders in order to foster collaborative working
  • Manage the security and accuracy of intelligence, maintaining confidentiality, sensitivity and duty of care
  • Monitor performance
  • Manage issues relating to performance and conduct of officers in line with Agency values / policies
  • Manage, coach and develop staff
  • Conduct Health & Safety Management, including risk assessments in line with operational procedures. Ensuring all team members are aware of health & safety requirements

The role requires a detailed understanding of law enforcement’s response to serious and organised crime and the ability to deliver at pace in order to place HUMINT intelligence collection capabilities at the heart of NCA operational delivery. 

You may be expected to work directly or indirectly in tackling child sexual exploitation and abuse. This may involve exposure to child sexual abuse material. You should consider the sensitive nature of the work before deciding to apply. 

All officers working on or supporting this type of operational activity will undergo a psychological assessment on taking up the role and at regular intervals once in post. By applying for this role you are confirming that you are willing to work on child sexual exploitation and abuse operations. 

To be considered, you will need to be able to successfully complete SC Enhanced clearance, and possibly achieve DV clearance at a later date. 
You will also be required to undertake a mandatory pre-employment substance misuse test and achieve a satisfactory result. 

Essential Criteria 

  • Ability to demonstrate a good understanding of covert intelligence collections and investigations involving the deployment of Covert Human Intelligence Sources/ HUMINT Intelligence Sources and undercover officer deployments

Candidates are required to evidence the following experience criteria: 

  • Experience of working to tight deadlines in a dynamic environment. 
  • Proven experience of collaborative working with internal and external organisations. 
  • Experience of intelligence collection and/or criminal investigations.

Technical skills
