The purpose of this role is to ensure that the Commission has the capability required to deliver its strategy.

Job Description

• Work with stakeholders to identify the current and future capability requirements required to deliver the strategy, taking account of external factors and business change whilst being innovative and holistic using different tools and methodologies
• Manage requests, linked to a skills and Capability matrix, considering cost and staying within budget
• Design & deliver Commission specific learning and support materials based on the identified needs of the Organisation, ensuring that they are engaging and adapt style and content to suit the audience
• Develop influential relationships with staff and Line Managers to motivate and engage them, increasing understanding of capability and how to develop it within individuals and teams, gaining buy in and commitment to actively role model a culture of continuous, professional development owned by the individual whilst setting and managing wider, organisational expectations


• Excellent influencing and negotiating skills
• Highly emotionally intelligent with the ability to nuance their approach
• Ability to drive cultural, behavioural, capability and process change aligned to strategy
• Experience of undertaking capability assessments and supporting capability strategy
• Experience of operating in a Learning and Development environment
• Knowledge of L&D core principles and application
• Technical theory behind effective delivery of training material
• Knowledge of talent management and learning evaluation techniques.
