Job Description

The Process Safety Engineer is accountable for process safety compliance and delivery across the BP-Husky Refinery. This position provides technical process safety guidance and support, creating competitive advantage through distinctive performance, innovative strategies, and responsible plant operations. This job description is intended to provide an overview of the position and does not include all the tasks that might be required to provide support for your area job requirements.

  • Advocate, promote, and institutionalize process safety practices
  • Provides a key partnership role in leading process safety performance across the plant, interacting with managers, superintendents, supervisors, and represented crafts and operators.
  • Monitor key Process Safety metrics and provide leadership and innovative strategies to deliver on Process Safety performance
  • Work jointly with Operations, HSE, Maintenance, and Technical Groups and their Support teams to establish continuous improvement plans and drive results
  • Responsible for compliance with OSHA PSM 29 CFR 1910.119 and EPA RMP 40 CFR 68.
  • Perform process hazard analysis and Layer of Protection Analysis for covered process units and engineering projects
  • Oversee the Management of Change Program and perform self-verification activities
  • Perform Management of Change and Pre Startup Safety Reviews.
  • Work with Operations to ensure that operating procedures are recertified annually to be current and accurate.
  • Perform Process Safety audits, identify discrepancies, and drive corrections as needed
  • Lead incident investigations
  • Understands and is compliant with all Control of Work (CoW) and Process Safety policies and procedures
  • Interact with refinery line personnel to resolve Process Safety questions and concerns
  • Represent the plant during OSHA visits and in the community during emergency response activities as requested and within Communication guidelines
  • Represent the plant during BP Health, Safety, Security, and Environmental (HSSE) network activities as requested
  • Provide guidance on process safety program development by anticipating, recognizing, and implementing methods to control risk
  • Analyzing Problems/Troubleshooting & Problem Solving: Systematically determine the root cause(s) of problems through questioning and inspecting, and then identify the best course of action to take
  • Ability to quickly and accurately compare similarities and differences to optimize or detect abnormal conditions within the process
  • Identify safety hazards, assess risks, and recommend mitigating long and short term control actions to ensure the risk is managed to an adequate level.
  • Serve as the site expert on Safe Operating and Safe Design Limit Program and track site performance
  • Identify emerging and enduring risks, maintain site risk register, communicate risks to appropriate personnel, track any action plans to mitigate risks, evaluate barrier health, and report on risk and action status
  • Model process releases, fires and explosions to determine potential consequences and risk ratingEvaluate hazards for facility siting and determine the requirements to mitigate process safety hazards for buildings



  • Required: Bachelor's Degree in Engineering or technical career (Physics, Chemistry)



  • Preferred:
    • Process Safety experience in a chemical industry or refinery environment with working knowledge of OSHA 1910.119 and EPA RMP 40 CFR 68
    • Experience using release and consequence modeling programs such as PHAST or MAR
