Job Description

The PSM Superintendent develops and facilitates implementation of strategies and practices to manage site process safety risks. Ensures compliance with 29CFR1910.119 OSHA Process Safety Management and EPA Risk Management Plan 40 CFR 68 regulations and maintains the refinery PSM management system. The Process Safety Superintendent leads a team responsible for 1) full compliance with the OSHA PSM Standard, 2) Driving wide-spread site awareness of Process Safety Risks and protections, 3) the successful delivery of improved protections to continuously reduce the site's Process Safety risk profile and 4) full compliance with the EPA RMP Plan 40 CFR 68. The team has expertise in the PSM Standard, site policies and practices that relate to Process Safety, Risk Assessment and interim risk management, process alarms, scenario modeling, and relief systems. This job description is intended to provide an overview of the job and does not include all tasks that might be required in the performance of these jobs.

  • Compliance with the OSHA PSM Standard
  • Continuously develops and enhances the Process Safety Culture for the site, including wide spread awareness of Process Safety Risks and protections.
  • Drives continuous improvement of all Process Safety work processes in collaboration with external facilities and working with the Leadership Team through the Refinery Process Safety Committee and Process Safety Assurance Committee.
  • Facilitates RPSC and Process Safety Assurance Committee agendas and meetings.
  • Monitors current process safety site practices through self-verification and focuses on continuous improvement.
  • Leads the annual Entity Risk Review process including assessment, reviews, and presentation materials for Segment level review and sign-off.
  • Accountable for process safety gap prioritization and closure through development of projects, and ensures appropriate completions of process safety risk assessment and risk reduction as it applies to all projects.
  • Stays current with corporate policies and regulations including OMS, IM Standard, Getting HSE Right, GDPs, ETPs, PHSSERs, OSHA, WISHA, and other State and Federal guidelines and regulations.
  • Establish and maintain appropriate PSM policies and practices
  • Maintain documentation of refinery PSM management system to comply with PSM regulations and corporate policies
  • Maintains active communications with BP corporate contacts and peers at other BP refineries to promote consistency with compliance issues.
  • Accountable for the Pressure Relief System Technical Authority.
  • Ensures team has appropriate Subject Matter Expert (SME) on applicable process safety regulations such as OSHA PSM and EPA RMP, consequence analysis, dispersion modeling, inherently safe design, Major Accident Risk (MAR) and other tools used to analyze risk and assure compliance to HSSE requirements. (In accordance with applicable ETPs 48-02 HAZOP and 48-03 LOPA)
  • Identifies and develops future Process Safety leaders
  • Interface with external BP, professional organizations, and regulatory agencies on process safety issues. (This includes developmental training opportunities).
  • Lead activities in the SIP related to projects to be in conformance of the PSM and OMS.
  • Leads activities on PSM and RMP but interacts with other refinery departments to ensure processes continue to be followed. These departments include HSE, Maintenance and Operations.
  • Oversees the technical aspects of MOC, PSSR, PSI, HAZOPS, HAZOP Revalidation scheduling, LOPA, Operating Procedure Certification, and other requirements of the PSM law
  • Responsible for leading a team that updates P&IDs
  • Ensure timely and accurate reporting of PSM data, including Traction, IRIS and eMOC databases
  • Oversee the PHA process and revalidation schedule
  • Key participant in the Incident Investigation process
  • Assist in the enforcement of and ETPs
  • Identifies and shares best practices in the PSM CIF and COP
  • Takes the lead and represents the refinery on external audit teams
  • Oversees Facility Siting policies and practices
  • Carries out duties for supervision and development of personnel, budget, & planning for team of PSM, technical and safety professionals
  • Understands and is compliant with all Control of Work (CoW) and Process Safety policies and procedures



  • Required: Bachelor's degree in engineering or safety or related disciplines.
  • Preferred: Bachelor's degree in Chemical Engineering



  • Required:
  • 10 plus years of relevant refining experience from many of the following areas
    • Leadership - 5+ years
    • Operations - 5+ years working within 24/7 team or directly with Area Teams
  • Preferred:
    • Proven leadership and demonstration of peer respect.
  • Process Safety - demonstrated leadership and passion through previous roles. Direct Process Safety experience strongly preferred but can be substituted with strong Leadership and Operations experience with appropriate exposure to the PSM and Risk Management processes.
  • Must have proven leadership, supervisory and people management skills - able to inspire, coach, mentor, develop, and lead multi-disciplinary teams as well as throughout the organization.
  • Experience in petrochemical or refining with experience in PHAs and LOPAs.
