The Sourcing organisation reports into the CFO, providing sourcing services to Refinitiv. [It and operates under the following key categories]:

Technology and Services Sourcing (under which this role will reside) Content, Consulting, Marketing and Innovation Facilities and Real Estate Travel Shared and Regional Services

The Technology and Services category provides timely and effective sourcing services and includes leadership of the following global sub-categories:

Technology and Services:

  • Technology (hardware, software and communications spend)
  • Contingent labour and recruitment
  • Services associated with the Software Development Life Cycle (SDLC)
  • Application development (inc. software development, business analysis, and architecture)
  • Application maintenance services
  • QA / testing
  • Strategic outsourcing / Business Process Outsourcing
  • Installation and maintenance of Customer Premise Equipment (field services)

Role Overview

The primary purpose of this role is to be the global category lead for the contingent labour and recruitment spend category. The spend is concentrated in the UK, USA and Asia (with the UK and US areas being the largest, and India the largest in Asia). You will be expected to build senior relationships with the HR Talent community, understanding in detail their business objectives. In line with these agreed objectives (between sourcing the HR), you will review our current US, UK and Asia programmes and make and implement recommendations to improve quality and drive savings. You will be expected to demonstrate experience of leading US and UK programmes at interview.

You will be working in a global team of procurement professionals, with presence in the UK (London), Germany (Frankfurt), USA (New York), Spain (Madrid), Singapore and India (Bangalore).

Key Attributes 

  • Expertise and demonstrable experience of managing US and UK contingent labour programmes (essential)
  • Analyse and report on spend to identify, build sponsorship for and pursue new savings opportunities
  • Be proactive on all matters
  • Have the desire and ability to “challenge the status quo” constructively and in partnership with stakeholders
  • Partners with stakeholders to be their Procurement Account Manager, reviews 3rd party spend and agree appropriate projects (and delivers those projects).  Knows their supply base inside out.
  • Expert knowledge of contingent labour cost models and how to present bid summaries back to senior stakeholders
  • Work with development groups to implement KPIs and reporting
  • Be a team player within the global Sourcing team
  • Ensure priorities are handled effectively by modifying plans and actions in your own area of accountability, escalate early to manager.  Will not miss deadlines.
  • Develop and manage a project against a plan and objectives to ensure commitments are met by monitoring, assessing, and resolving variances in budget, timing or quality of work
  • Able to support, educate and mentor other team members
  • Able to work without supervision
  • Disciplined to manage and complete required admin tasks (such as project reporting and timely updates to procurement systems such as Ariba)

  • Able to mark-up contracts from Thomson Reuters templates and to agreed fall back language, knowledge of GDPR legislation (Desired)
  • Fieldglass SOW, and Ariba experience is beneficial (Desired)


Essential Experience

The candidate will have extensive experience in a complex, high pressure environment, identifying and leading complex sourcing projects with multiple stakeholders. Candidates who have experience of working within the Financial Services sector could be well suited to this role (but this is not essential). The ideal candidate will be managing or previously managed key US and UK contingent labour programmes.


  • A Bachelor’s degree is preferred
  • MCIPS preferred but not essential
