The Project Appraisal Advisor is a central projects function role designed to develop and sustain site project capability to efficiently manage front end loading of projects and interfaces across the Downstream segment.

Job Description

This role will:

  • Support delivery of business strategies through projects by engaging with strategy and portfolio management teams
  • Improve competitiveness of projects by mentoring and coaching project front end loading and development teams
  • Drive continuous improvement of project development and delivery by defining what good looks like for projects from project initiation through the Appraise and Select stages

The Project Appraisal Advisor will report to the Downstream Global Project Director with accountability for supporting teams that are responsible for project portfolio development, project initiation and project front end loading. The role is critical to advancing performance improvement, streamlining processes, increasing competitiveness and providing rigor into performance transparency at the earliest stages of the project lifecycle.

This role will coordinate with business strategy teams, Projects Advisors and the Performance Manager Downstream Projects on common project work processes.

  • Support sites on the delivery of their business strategy by improving their project and portfolio decision making ability
  • Support project selection and initiation processes to deliver strong outcomes that meet business objectives
  • Guide project teams from the end of the Strategy and Planning process into Appraise and Select stage project activities
  • Network with the segment sites/businesses to provide a clear picture of projects starting the Appraise stage
  • Drive coordination between strategy, project teams, RTE Engineering Advisors and SMEs, RTE Process Engineers and Project Advisors
  • Increase competitiveness and improve predictability of project outcomes
  • Act as a key interface to the RTE Turnaround group
  • Drive project performance improvements through interactions between central and site functions and project teams during front end loading and development for the capital project portfolio
  • Provide input to the Central Projects Team on organizational constructs and key nominations for major projects and site project managers
  • Fully support the segment project community as a vehicle for driving continuous improvement and sharing best practices and project learnings
  • Deliver training to gatekeepers, sponsors, project professionals and stakeholders involved in the front end development and delivery of projects
  • Develop and refine tools, templates, practices and examples supporting the projects process
  • Support the delivery of the Central Projects Team improvement strategy

University Degree in Engineering or equivalent Commercial or Business Degree

  • 7+ years of experience in refining or manufacturing with demonstrated commercial or business acumen
  • Demonstrated project management experience leading front end loading of large complex projects as well as managing multiple smaller projects under plant project programs
  • Strong interpersonal, communication and influencing skills across a broad range of stakeholders; sites, entities, and functions across the Downstream
  • Demonstrated ability to drive integration between a project organization and other stakeholders.
  • Ability to communicate complex issues clearly at corporate management level, adapt to changing situations and handle competing demands
  • Ability to quickly assess strengths and weaknesses in a project management organization, identify risks to delivery and recommend necessary adjustments
  • Experience in portfolio analysis and investments
