Job Description

The Projects Construction Manager is accountable for the execution of safe, efficient and quality installations for the refinery portfolio of capital and expense projects. The portfolio scope is typically several hundred million dollars (installed cost) annually which includes the management of approximately 300-500 construction contractor FTE's daily. This role holds responsibility for construction HSSE, local reputation and construction integrity. This role is a member of the Whiting Refinery Projects leadership team.

  • Lead and drive construction safety culture and performance. Assures site policies and practices are understood and adhered to.
  • Provide effective owner oversight for all project related construction activity to assure safe, efficient and quality installations.
  • Owns construction work process and practices (safety, planning, etc.). Assures necessary construction work processes are in place, well understood and effective.
  • Leads and manages a team of construction management professionals which includes building their current and future capability
  • Provide guidance and direction to Construction Managers/Team, HSSE, Quality Assurance, Field Project Controls, contractor partners.
  • Assign Construction Management Team resources to project teams and ensure they are aligned with project and business objectives.
  • Lead construction resource planning and forecasting for projects and portfolio.
  • Develop construction execution and contracting strategies for Projects and the overall site
  • Provide construction input into the early stages of to support contracting strategies that are fit to purpose to meet project objectives.
  • Identifies and drives productivity improvements for construction. Assure competitive targets are in place and appropriate performance measurement tracking and controls are in place.
  • Establish and maintain quality relationships with our Construction Contracting Partners based on mutual trust and respect.
  • Promote a Continuous Improvement culture amongst the Construction and Engineering team.



  • University degree in a relevant engineering, or technical field preferred.

  • 10+ years managing projects/construction in a petroleum/chemical facility
