Job Description

Recruitment Campaign Manager:

As a Recruitment Campaign Manager, you will sit at the heart of Government and have direct influence on the ability of Government Departments and Professions to hire the right talent that they need to be able to deliver for the citizen. You will work with a team of experienced recruitment professionals, in a fast-paced and supportive operational environment, where you can quickly and regularly see the impact you are having on the Civil Service.

As a Recruitment Campaign Manager, you will work closely with a Grade 7 Senior Account Manager in leading the delivery of multiple recruitment campaigns and pre-employment checks on behalf of the department(s) and/or professions that you have been assigned. You will report directly either to the aforementioned G7 or an SEO.

Recruitment Campaign Manager - Pre-Employment Checks:

As a Recruitment Campaign Manager on pre-employment checks (PEC), you will be responsible for the effective operational delivery of resourcing requirements to customers’ from across Government. You will lead and manage a resourcing team of Executive Officer (EO) Team Leaders and Administration Officer (AO) Checkers who are responsible for managing the internal and external checks end-to-end process.

As a PEC Campaign Manager you will ensure the successful and smooth running of a fast-paced operational delivery team, providing services and solutions to numerous Government Departments. You will build good working relationships both internally across GRS and externally across the Civil Service. You will gain an understanding of your customers end to-end recruitment needs and be an ambassador for the GRS brand.

Both roles:

You will provide expert and comprehensive recruitment campaign management for a range of vacancies - from large scale through to individual, niche campaigns for hard to fill roles. This will involve playing a key role in supporting vacancy holders, in addition to providing expert recruitment/pre-employment advice and guidance to potential candidates.

You will also be responsible for workflow management to ensure successful delivery of a recruitment campaign through your team of Campaign Delivery Officers/EOs. You will ensure that all recruitment activities are consistent with employment law and relevant policies and procedures, including the Civil Service Commission’s recruitment principles.

Responsibilities

GRS offers a single point of contact (SPOC) approach to account management to deliver a department’s recruitment needs.

Activities will include:

• Providing expert recruitment advice.

• Working alongside your Senior Account Manager to plan and deliver a range of recruitment campaigns. This could include drafting candidate attraction material, producing a candidate information pack, working alongside the Occupational Psychology team to produce selection and assessment criteria or suggested interview questions and drafting feedback letters to successful/unsuccessful candidates.

• Working with your vacancy holder, HRBP and/or retained HR teams to plan their recruitment needs to ensure value for money, engaging external suppliers where appropriate.

Providing clear leadership to the operational delivery teams within your command to ensure that work is allocated appropriately and completed on time and to a high standard.

• Managing upwards to support your Senior Account Manager in building positive stakeholder relationships.

• Pro-actively managing risks and issues as they emerge during campaigns and escalating where appropriate.

• Ensuring oversight of the financial costs of running campaigns for departments.

• Supporting the successful implementation of business change by being proactive and innovative and contributing to the future vision of GRS.

• Developing a “one team” ethos by working flexibly across teams to support colleagues.

Person Specification

Essential:

• Strong planning and project management skills, with experience of delivering consistently high outputs in a fast-paced environment.

• Strong communication skills. Being able to communicate at all levels with confidence.

• Stakeholder engagement experience with the ability understand when to seek for guidance.

• Taking responsibility and ownership of own work, with a strong will to deliver for the customer.

• Experience in supporting own team to succeed and contribute to the success of the wider team.

Desirable:

• Working knowledge of recruitment practices.

• Experience of managing a team in a fast-paced, operational environment.

• Experience in working in an HR team and understanding basic HR practices.
