Senior Manager of Policy and Regulatory Affairs


We are looking for an experienced public policy and stakeholder relations professional to take on the role as Senior Manager of Policy and Regulatory Affairs. You will have a global remit, with a strong background in policy, compliance and risk analysis. You will lead on shaping the public policy environment, and you will have the initiative to create and implement strategies in response to external regulatory threats and opportunities. You will have excellent social and communication skills, partnering with internal and external stakeholders to advance Pearson’s position. You will become the go-to expert on core policy issues impacting the business, and will need drive and vision to meet regulatory challenges head on. You will be the principal political lobbying compliance expert.

Reporting to the Vice President of Global Government Relations & Policy, you will work as part of a team of government relations and communications professionals to help shape Pearson’s profile overall, and to mitigate risks and discover opportunities on behalf of the company. Collaboration, partnership and active stakeholder management is foundational to success in this role. You will have some knowledge of regulatory areas of importance and direct impact to Pearson outside of education policy, including Intellectual Property and copyright; data protection; and competition and antitrust.

Primary responsibilities:

Refine, implement, and manage a policy analysis strategy, across a range of key global markets, on behalf of Pearson, which includes monitoring and tracking the external regulatory and legislative environment as part of a global remit

Oversee the maintenance of political lobbying compliance program, with specific focus on the US, working with legal team to ensure local requirements are being met.

Lead on determining key regulatory priorities and drive the implementation of strategies in response

Provide analysis of regulatory threats and opportunities: assessment of business impacts, summarize key issues and communicate intelligence with internal and external stakeholders.

Lead the engagement strategy for external political and regulatory stakeholders on key policy areas of relevance to Pearson, including UK trade associations, international trade bodies, NGOs and global organisations

Manage existing relationships to lead on shaping and influencing the policy environment and build out new stakeholder partnerships to mitigate regulatory risks and advocate for Pearson

Provide government relations, advocacy and direct lobbying activities where required in Brussels, UK, and other Growth markets in order to influence policy-makers’ decisions

Drive the delivery of key Pearson-wide positions, thought leadership pieces and written/ oral responses

Lead the coordination of a pan-Pearson approach across a range of departments and geographies to provide direction and strategic advice, deliver information and intelligence and act as a trusted expert on key policy areas

Partner with business leaders and departments, facilitate introductions and coordinate separate teams

Utilise networks to raise awareness of and ensure legal compliance

Raise awareness of business risks and disseminate responses and positions internally as required

Serve as the day-to-day global policy contact for Pearson within the Corporate Affairs function and the wider Pearson business, and with external stakeholders

Experience required:

Previous experience in a policy-focused, communications or government relations role

Broad understanding of regulatory/ public policy areas including Intellectual Property, Data Protection, Competition, Artificial Intelligence, and Education

Proven experience in US State political lobbying compliance

A track record of building trust and sustaining excellent internal and external relationships

Proven ability to support senior executives (e.g. verbal and written briefings, drafting speeches etc)

Experience of handling high pressure issues management and managing a complex and fast changing portfolio of responsibilities

Experience in using data, thought leadership, and technical experts to seek out and engage with new partnerships and stakeholders

Demonstrable project management skills and experience

Excellent oral and written communication skills

Proven ability to work well cross-functionally

Solid interpersonal skills including experience of briefing and interacting with senior leaders

Previous experience within South America

Previous experience of mitigating reputational risk

Previous experience with UK trade bodies and NGOs
