HMRC has various different groups within the organisation, the one in which we are recruiting for is called CDIO (Chief Digital Information Officer Group) ; this is the digital part of HMRC which has a number of different Delivery Groups within, all performing different functions but operating towards the same goal – of completing our Digital transformation. 

This vacancy is within Core Business Platform (CBP) Delivery Group provisions Application Development, Service Management and Operations for over 200 systems that are at the core of HMRC. These systems are responsible for: Processing and collection of NI/PAYE and Self-Assessment tax data and money; Collection and recording of business taxes; Correct and accurate payment of benefits; Identification, collection and management of debt and banking. 

Whilst the CBP Delivery Group is accountable for all the solution architecture, development, testing, implementation and live running of all the above services, the majority of the work is commissioned from 3rd parties, both internal and external to HMRC. We are transforming our systems and services to support the Digital Age providing more opportunities for external customers to self-serve and internal users to work with appropriate technologies; this will involve significant technical transformation at a detailed level within CBP. 

As a Solution/Technical Architect you will: 

• Develop an in-depth understanding of a number of the as-is CBP applications and associated architectures and be regarded as the expert for these systems
• Be accountable for definition of Solution Architecture in accordance with business requirements and high level solution designs, patterns and blueprints produced by the Chief Technology Office (CTO) 
• Act as lead solution architect where solutions span multiple Delivery Groups and main impact is on Core Business Platform
• Document and maintaining the as-is and to-be system architectures to an agreed standard 
• Maintaining roadmaps for systems including support status
• Governing changes to system architectures against defined standards as part of an agreed governance framework
• Contribute to the definition of the tooling to build CBP solutions e.g. DevOps 
• Build and maintain excellent relationships with CTO domain architects who’s patterns, standards and policies will inform CBP Solution Designs 
• Contribute to HMRC architectural blueprints, patterns and policies
• Build and maintain excellent relationships with suppliers assuring technical/application design against HMRC architectural blueprints, patterns and policies
• Work with stakeholders to agree and document transformation plans and service roadmaps to maintain performance but reduce complexity and costs. Identify opportunities for service improvements 
• Work with HMRC Security to assure that appropriate security elements of CBP architecture and systems is compliant and robust; with effective controls in place. Ensure that patching and support status for applications are within risk appetite 

The successful applicant will need excellent communications skills, a combination of key skills in solution design, technical architecture; and able to articulate technical concepts and solution designs simply. 

The post is based in Newcastle but some travel with overnight stays to other CDIO and supplier offices will be required. 

Person specification

Essential: 

• Experience and a broad, operational knowledge of architectural components such as application servers, databases, load balancers and other infrastructure components. This should include modern, cloud based technologies as well as Legacy components such as MVS/VME
• An excellent communicator who can partner with technical experts as well as business stakeholders users who might not be well versed in IT
• Demonstrate a good knowledge of technical and solution architecture, including relevant frameworks and methods 
• A strong analytical thinker who can present complex concepts in a simple way 
• Experience of architectural frameworks and best practices 
• Ability to improve existing methods and working practices of an organization 
• Pragmatic and persuasive individual, with a confident and creative approach that allows you to challenge the status quo

Desirable: 

• Knowledge of architecting solutions deployed to cloud based infrastructure 
• Understanding of microservices architectural style 
• Knowledge of DevOps tooling and processes 
• Experience relating architecture to cost models 
• Demonstrable experience of creating technical architecture documentation using appropriate standards, e.g. UML and populating architecture repositories 
• Experience of designing architectures (ideally web based) that are production ready; covering security, deployment, performance, caching, sizing, scalability, and service availability

Qualifications 

The successful candidate should hold or be prepared to gain a professionally recognised qualification in architectural frameworks or architecture discipline for example: 
• TOGAF 
• Zachmann or similar
