Job Description

 

The Strategy, Policy and Communications Director has overall responsibility for ownership of the DVLA business strategy and for policy development, as well as responsibility for both internal and external communications. They are a key member of DVLA’s Executive Board, having a strong understanding of government strategy and priorities, and translating those into a clear DVLA business strategy and set of policies. The role holder works closely with ministers and senior colleagues across the Civil Service to agree the way forward. 

Key Responsibilities 

The Strategy and Policy Director will: 

• act as a corporate leader to the whole organisation. As a key member of the Executive Board, the Strategy, Policy and Communications Director will be fully involved in the decision making and directional activities of that Board 
• provide leadership to the Strategy, Policy and Communications directorate team 
• develop the business strategy and associated policies to deliver excellent services to the customer 
• have in place robust processes for consulting on and impact assessing policy change in line with the government’s agenda and bringing about legislative change required to achieve the business aims 
• identify opportunities and risks in determining data sharing initiatives which may bring wider benefits across Government (and UK PLC), whilst ensuring that the organisation meets its data protection obligations and responsibilities 
• oversee the management of ministerial correspondence, parliamentary questions and freedom of information requests 
• oversee the planning and delivery of communications to key target audiences 
• develop positive, productive relationships with ministers, Department for Transport colleagues, senior stakeholders across other government departments and industry groups to engender joint working on cross cutting issues 
• oversee the planning and delivery of key policies related to the UK’s exit from the European Union, as well as key cross-government policy initiatives (such as those relating to Clean Air zones) 

Essential criteria 

• The ability to anticipate and predict economic, political, environmental, social and technological impacts and to be able to shape that into strategies and plans for the organisation 
• Experience of developing business strategy in a digital organisation 
• Strong track record of working with ministers and senior stakeholders across government and experience of strategic communications 
• Experience of working with portfolio managers and delivery programmes to develop a delivery approach for business strategies 
• Understanding and extensive experience of government policy development and engaging with stakeholders who represent the customer 
• Demonstrable experience of delivering effective communications activities to a wide variety of audiences 
• Knowledge of the Civil Service and Government ways of working including the role of ministers and civil servants, the funding cycles, parliamentary, legislative and election cycles, government decision making processes and international arrangements 
• Thorough understanding of current government strategy and political influences 
• Experience of managing organisational risks
