Job Description

The role of the Estimating Lead will provide strategic direction and manage the day-to-day estimating function and staff. This person and their staff will act independently to create, manage and implement effective processes and provide assurances for all WPA estimates.

  • Lead the estimating team in developing conceptual, factored, semi-detailed and detailed cost estimates.
  • Develop project specific estimates based on project plans and schedules; prepare and maintain a Basis of Estimate (BOE) for each project.
  • Supervise the preparation of estimates for projects under development in varying stages.
  • Ensure that estimates are consistent with BP Common Processes and quality standards and accurately reflect project staffing requirements.
  • Assist in establishing the scope of work for various projects and proposals.
  • Establish craft labor rates and productivity and location factors, for estimating purposes.
  • Lead reviews of project estimates with the appropriate engineering disciplines within LEC
  • Formally present project estimates to LEC and Client management teams.
  • Prepare cost risk analyses for project estimates; conduct risk review sessions to assess the available data and identify project risks; run the risk simulations, prepare risk reports and present the results to project management.
  • Provide direction as a subject matter expert (SME) on various estimating technical issues. Mentor and coach the members of the estimating team to ensure their ongoing development.



  • A Bachelor's Degree in Engineering (experience in lieu of education will be considered)



  • A minimum of 7-10 years experience developing estimates for significantly sized Lump Sum and EPCM projects.
  • Experience with lump sum projects and reimbursable estimates.
  • Extensive knowledge of estimating types (Class 1 to 5), methodologies and techniques.
  • Strong knowledge of basic productivity factors and the resulting cost impacts on products/services.
  • Knowledge of Aspen Capital Cost Estimator (formally Aspen KBase) is highly desirable.
  • Experience conducting risk assessments and evaluation reviews
  • A working knowledge of @ Risk or risk modeling software is highly desirable.
